Greenbuild 2024 Conference and Expo: “When Communities Write Policy: Federal Funding for Resident-led Solutions”

Frontline communities—those experiencing the impacts of climate change first and worst—spend disproportionately more of their income on housing and energy. They also have higher economic losses and increased health impacts from extreme weather events. Federal funds are available for equitable decarbonization, but how do we ensure that our actions, especially policies, are truly inclusive of residents typically excluded from planning decisions? The City of Philadelphia is one of 9 communities that IMT is supporting with Resilient and Efficient Codes Implementation (RECI) funding to develop community-led building decarbonization policy. The City will work with a local community-based organization, POWER Interfaith, to pioneer this “community-led policymaking” approach to ensure that frontline communities are represented in the climate solutions the City develops. In this approach, community organizations partner with the City throughout the policymaking process to establish resident priorities, overcome historic challenges, and jointly find solutions to both social and environmental justice problems. This panelist format session will highlight what has been done so far in Philadelphia, and what lessons exist for other jurisdictions working toward similar goals.
